Moving to Seoul

Korea runs two rental systems. Wolse is a deposit plus monthly rent and works much as renting does elsewhere. Jeonse is a very large lump sum — often most of the property's value — held for the term instead of rent, and returned at the end. Jeonse is where the money is, and it is also where a well-documented wave of fraud has left tenants unable to recover deposits from over-mortgaged properties.

What catches people out

The Seoul traps

Every market has its own way of costing newcomers money. These are the ones worth knowing before you start.

Jeonse fraud

Where the deposit approaches or exceeds the property's real value, and the owner is over-borrowed, the money cannot be returned when the term ends. Thousands of tenants have been caught. Read the property register before you commit anything.

The registry extract is not optional

The deungibu deungbon shows the owner, the mortgages and any seizures against the property. It costs almost nothing to pull and it is the single most protective thing you can do in Korea.

Confirm the person signing owns it

Match the name on the register to the identification of the person in front of you. Agents are licensed; verify the licence too.

After the keys

The admin that follows a move

Alien Registration Card

Apply within 90 days of arrival. It is required for a phone contract, a bank account and most services.

Move-in report and fixed-date stamp

Filing the jeonipsingo and obtaining the hwakjeongilja at the district office is what gives your deposit priority if things go wrong. Do both the day you move in.

Bank account and phone

The ARC unlocks both. Korean daily life assumes you have a local card and a local number.

Utilities and maintenance fee

Buildings charge a monthly management fee on top of rent, covering shared services. Ask for the figure — it is not trivial.

Language. Korean for leases and district offices. English support varies sharply. Your Insidoor works with you in English and negotiates on your behalf in whatever the lease is written in.
